IO Portuguese constitutional law 1. The Portuguese Constitutions; 2. Formation and revisions of the 1976 Constitution; 3. The political regime: democratic rule of law; 4. The form of State: Regional unitary state; 5. Fundamental rights; 6. The economic organization; 7. The organs of sovereignty and the system of government; 8. The review of constitutionality; 9. The constitutional revision; II-Legislative acts in particular 10. Functions, organs and acts of the State; 11. Law and legislative acts; 12. Legislative forms and competences; 13. The principle of typicity of forms of law; 14. Reserve of law and reservation of competence; 15. Strength of general law and enforced laws; 16. State laws and regional laws; 17. The parliamentary legislative procedure.
a) To make known the Portuguese Constitutional Law, starting from history for the current situation; b) Explain the major institutes of current positive constitutional law; c) Explain its implications in the life of the State and of the citizen.
Knowledge, abilities and skills to be acquired
a) Explain the constitutional vicissitudes of Portugal since 1820 and the genesis of the 1976 Constitution; b) Draw up the specific characteristics of this Constitution; c) To concretize, with respect to the Constitution, the concepts of State and Constitution theory acquired in Political Science and Constitutional Law - I; d) Analyze the great systematic divisions of the Constitution; (e) in particular, by its practical importance, to explain the system of legislative acts.
