International Student (Non-EU)
If you completed your education in a country outside the European Union, you should follow the instructions below.
General Information
International students may apply for enrolment and registration in study cycles at Universidade Lusófona if they are:
- Holders of a qualification that grants access to higher education, defined as any diploma or certificate issued by a competent authority attesting to the completion of an education programme and granting them the right to apply for and enter higher education in the country where it was awarded.
- Holders of a Portuguese secondary education diploma or a legally equivalent qualification.
For the purposes of admission to the respective study cycle, international students must:
- Sit the internal entrance exams required for the course they intend to attend..
- Possess knowledge of the language or languages in which teaching is conducted.
- Fulfil the prerequisites, where applicable, in accordance with the relevant legislation.
The International Student Admissions Process applies to students from outside the European Union who do not hold a higher education degree and wish to attend a Bachelor's Degree or an Integrated Master's Degree at Universidade Lusófona.
- Addendum No. 1 to Rector’s Order No. 60/2025
The following students are not covered by the definition of international student:
- Nationals of a European Union Member State.
- Family members of Portuguese nationals or nationals of a European Union Member State, regardless of their nationality.*
- Those who, not being nationals of a European Union Member State and not being covered by the previous point, have legally resided in Portugal for more than two years, uninterruptedly, as of 1 January of the year in which they intend to enter higher education, as well as children legally residing with them.
- Beneficiaries, as of 1 January of the year in which they intend to enter higher education, of the status of equal rights and duties granted under an international treaty established between the Portuguese State and the State of which they are nationals.
- Those requesting entry to higher education through the special access and admission regimes regulated by Decree-Law no. 393-A/99, of 2 October, amended by Decree-Law no. 272/2009, of 1 October.
- The spouse of a Union citizen;
- The partner with whom a Union citizen lives in a de facto union, established under the law, or with whom the Union citizen maintains a permanent relationship duly certified by the competent authority of the Member State where they reside; The direct descendant under 21 years of age or who is a dependant of a Union citizen, as well as those of the spouse or partner within the meaning of the previous sub-item;
- The direct ascendant who is a dependant of a Union citizen, as well as those of the spouse or partner within the meaning of sub-item ii).

Documents to be Submitted
1. All certificates and diplomas issued by foreign states must authentically demonstrate the circumstances of their issuance; they must be legalised by the Portuguese Consulate in the issuing country or bear an Apostille (under the terms of the Hague Convention). These documents must be translated into Portuguese by a sworn translator when they are written in a language other than Portuguese, Spanish, French, or English.
2. The original documents submitted during the application process must be presented at the time of enrolment and registration.
3. If the documents are not submitted, the student will not be permitted to attend classes, and the University Services will be required to inform AIMA - Agency for Integration, Migration and Asylum that the student is in non-compliance.
Fees and Payments
Foreign / International Students benefit from the same tuition fee (monthly instalments1) table as all other students.
- Monthly instalments1 are to be paid by the 8th of each month.
- International / foreign students, in accordance with service order no. 8/2019, must settle the first 2 monthly instalments1 at the time of enrolment / registration.
The international / foreign student must pay:
- Upon Application - Application Fee
- Upon Enrolment / Registration - Registration + enrolment + school insurance + 2 monthly instalments
- Consult the different values per course.
1. Please note that in Portugal mensalidade = propina (tuition fees) and taxas = emolumentos (administrative fees).

In Portugal, the regime for granting equivalence of qualifications from foreign education systems to those of the Portuguese education system at the primary and secondary levels is defined in Decree-Law no. 227/2005, of 28/12, which can be consulted on the official website of the Directorate-General for Education.
