Syllabus
Safety and Security fundamentals in civil aviation: concepts, evolution and interdependencies. Regulatory and institutional framework: ICAO, IATA, EASA, ANAC and GPIAAF; relevant ICAO Annexes. Safety Management Systems (SMS) and State Safety Programme (SSP): framework, risk management, safety assurance, promotion and performance indicators. Safety culture, Just Culture and human factors: error, CRM, fatigue and decision-making. Risk management and accident investigation: hazard identification, risk assessment and mitigation; accident and incident investigation (Annex 13). Airport safety: runway safety, FOD, wildlife and ground handling. Aviation Security (AVSEC): Annex 17, threats, vulnerabilities, screening, access control and cargo security. Emerging threats: cybersecurity and UAS/drones. Crisis management, emergency response, auditing and compliance: ERP, USOAP/USAP. Conflict-zone risks, aviation insurance and Safety-Security integration.

Teaching methodologies
Teaching methodologies
The course adopts an active and practice-oriented approach, combining theoretical and practical classes, real-world case studies, simulations, problem-solving and collaborative work. The participation of aviation industry professionals in 10 sessions provides direct exposure to professional contexts through presentations, case discussions and Q&A sessions. Up-to-date data and documentation from organisations such as ICAO, EASA, ANAC and IATA are used to promote critical analysis of the regulatory framework and industry practices. Learning activities emphasise problem- and scenario-based learning, decision-making and critical reflection, including simulations of audits, risk management and emergency situations. The use of real cases and multidisciplinary perspectives strengthens the connection between academic knowledge and professional skills.

Assessment
A avaliação é realizada de forma contínua, combinando avaliação individual e coletiva, com os seguintes instrumentos:

Trabalho de grupo - estudo de caso de acidente/incidente (25%): qualidade da análise, aplicação dos conceitos de Safety, identificação de fatores contribuintes, fundamentação e capacidade de apresentar conclusões e recomendações.

Simulação de auditoria SMS/AVSEC (20%): aplicação do enquadramento regulamentar, identificação de não conformidades/riscos, qualidade das propostas de melhoria, argumentação e trabalho em equipa.

Portefólio de reflexões críticas sobre sessões com convidados (20%): capacidade de reflexão, integração dos conteúdos da UC com a experiência profissional e qualidade da análise crítica.

Prova final (35%): avaliação dos conhecimentos e da capacidade de aplicação dos conceitos, princípios, normas e metodologias de Safety e Security abordados na UC.
A avaliação valoriza o rigor técnico, pensamento crítico, capacidade de aplicação prática, comunicação e participação nas atividades letivas.
