The Course Unit Integrated Water Resources Management I addresses the fundamental principles, concepts, and instruments of water management and governance, analysing the evolution of environmental and water policies at international, European, and national levels. The course explores the paradigm shift that led to the adoption of integrated river basin management, as well as the planning mechanisms and institutional coordination associated with water governance. It also examines the ecological and hydromorphological dimensions of aquatic ecosystem management, including natural engineering techniques and nature-based solutions applied to river restoration and erosion control. The course further analyses current management strategies and policy instruments, from the programmes of measures within river basin management plans to European initiatives for nature restoration.

Principles and concepts of water management and governance in the international context. Evolution of European environmental policies and paradigm shifts leading to the Water Framework Directive. Evolution of the legislative and institutional framework for water management in Portugal. Territorial integration of water management and planning instruments. Scales, institutional levels, and policy coordination in integrated water resources management. River ecosystems, fluvial hydraulics, and restoration approaches. Natural engineering techniques and nature-based solutions for bank stabilization and river rehabilitation. Management and restoration of aquatic ecosystems within River Basin Management Plans and European nature restoration strategies.

Objectives
By the end of the course, students should be able to: Understand the fundamental principles and concepts of water management and governance in the international context. Analyse the evolution of European environmental policies and the paradigm shifts that led to integrated water resources management. Interpret the legal and institutional framework of water management in Portugal. Understand the territorial integration of water management and the associated planning instruments. Identify the different institutional levels and management scales involved in implementing integrated water resources management. Recognize the importance of coordination between sectoral policies and institutional dialogue in water governance. Understand the functioning of river ecosystems and the approaches used for ecological restoration and river rehabilitation. Identify and assess natural engineering techniques and nature-based solutions applied to river management and restoration.
