The Course Unit Drought and Flood Management addresses the main concepts, processes, and instruments associated with the management of extreme hydrological events, with particular emphasis on drought situations and their impacts. The course analyses the causes, characteristics, and evolution of droughts, as well as their environmental, social, and economic consequences. It also explores assessment and monitoring methodologies, including indicators and indices used to characterise drought severity. The course further addresses planning, prevention, and response strategies for water scarcity situations, integrating water management with land-use planning. In addition, approaches related to stormwater management and the role of nature-based solutions in increasing the resilience of hydrological systems to climate change are examined.

1) Enquadramento do tema: Conceitos base, causas, Intensidade, duração e área afetada, fases sequenciais de evolução de situação de seca. 2) Importância das situações de seca e comparação com cheias. Impactos de seca. Cenários de evolução climática. 3) Avaliação de situações de seca: Indicadores/ índices de avaliação, esquemas de avaliação regional, avaliação por setor utilizador. 4) Planeamento na gestão de secas: a prevenção, a preparação e a contingência. 5) Resiliência dos sistemas e enquadramento com a gestão de escassez. 6) Gestão da água e do território: que desafios? 7) Gestão de águas pluviais 8) Soluções baseadas na natureza

By the end of the course, students should be able to: Understand the fundamental concepts associated with drought and flood situations. Identify the causes, characteristics, and stages of drought development. Assess the environmental, social, and economic impacts associated with droughts. Understand drought assessment methods based on indicators and indices. Analyse planning and management strategies for the prevention and mitigation of water scarcity situations. Understand the role of water and land management in adapting to extreme hydrological events. Identify innovative approaches, including stormwater management and nature-based solutions, to increase system resilience.

Teaching methodologies
Teaching methodologies will include the analysis of case studies related to drought situations and extreme hydrological events. The course will also involve the analysis of climatic and hydrological data, discussion of drought management plans, and examples of adaptation and mitigation measures.
