    In the first phase, this course introduces students to the Portuguese Civil Protection system, including its legal framework, key stakeholders, and operational instruments. In the second phase, students will investigate, present, and discuss representative national case studies involving major accidents, disasters, and catastrophes, analysing both the events and the response provided by the Portuguese Civil Protection system. Students will work in groups to conduct research, analyse information, and prepare a scientific paper based on selected case studies. The project will conclude with an oral presentation and discussion of the results. In addition, each student will complete an individual assignment on a major accident, disaster, or catastrophe that has occurred in Portugal, applying the concepts and methodologies covered during the course.

    Syllabus

    The syllabus covers the national organisations responsible for coordinating Civil Protection activities at the municipal, sub-regional, regional, and national levels. To consolidate the knowledge acquired throughout the course, students will analyse Civil Protection case studies, focusing on the response provided by the Civil Protection structures in place at the time of each event. They will then compare these responses with the current organisational and operational framework, identifying key differences, lessons learned, and improvements in emergency management.

    The course aims to develop students' ability to collect information, present, analyse, and discuss Civil Protection case studies, enabling them to acquire specialised knowledge of the most significant major accidents, disasters, and catastrophes that have occurred in Portugal. Through the analysis of these case studies, students will identify key lessons learned and develop the knowledge and critical awareness required to support decision-making and response in future emergency situations. Building on the preceding course of the same name, this unit also seeks to strengthen students' independent learning and research skills, while enhancing their scientific writing, oral presentation, and academic communication competences.
  • Teaching methodologies

    Teaching methodologies

    The course adopts student-centred teaching methodologies, primarily using Case-Based Learning (CBL) through the analysis of real Civil Protection case studies. It also incorporates Project-Based Learning (PjBL) through the development of a group scientific paper and Team-Based Learning (TBL) by promoting collaborative research and discussion. In addition, the critical analysis of case studies integrates elements of Problem-Based Learning (PBL), encouraging students to identify problems and propose evidence-based solutions.
