Syllabus
The organization of the Civil Protection System in Portugal Legislative and other normative instruments. Concepts of planning and spatial planning, given risks. Identification of territory risks. The role of Municipal Civil Protection Services and Local Civil Protection Units. Risk mitigation and its importance for reducing vulnerabilities and susceptibilities to risks. Risk education as an instrument to reinforce risk prevention for the population. The emergency and family plan. Warning and alert systems for population safety. The emergency cycle. National, regional, district or municipal emergency plans, general or special. Operational planning from preliminary intervention plans to mission orders in the theater of operations. Normality planning, assessment of the impacts of the emergency and inventory of the damage caused.

Objectives
Provide students with in-depth knowledge about Civil Protection Planning, as a structuring tool for all planning in the area of civil protection, covering in particular: - The analysis of territorial planning in relation to the assessment of existing risks; - Prevention planning and the importance of risk mitigation, with a view to reducing vulnerability, susceptibility, danger, and the importance of risk education, including self-protection measures, warnings and alerts; - Emergency planning taking into account the planning and structuring of the overall response of the Municipal Civil Protection Services and Civil Protection Agents; - Operational response planning and emergency response instruments; - Normality planning, that is, assessment and normalization, correction and damage assessment.

Teaching methodologies
Teaching methodologies
The teaching method is based on the presentation and discussion of the course's programmatic contents, focusing on exposure to the theoretical-practical aspect focusing on real situations, experienced or known to the students. Students are required to carry out research, critical analysis and study of practical cases, in accordance with the presentation of content, motivating them to study outside contact hours with the aim of developing their skills. The participation of students in classes, through their contributions to debates and small assignments, is valued and will constitute an evaluation factor. A factor of lesser importance, as indicated in the following section, but, nevertheless, a compensatory stimulus for what is intended. Meanwhile, tutorial sessions will be dedicated to informal contact with the student, aimed at supporting their daily work and guiding them in their studies.

Assessment
Assessment
As competências dos alunos serão avaliadas em dois momentos, de igual ponderação na avaliação final (40%+40%), consistindo em dois testes escritos, a que acresce a avaliação referente à participação no processo de aprendizagem (20%), nomeadamente a apresentação, em aula, de trabalhos de estruturação de um plano de proteção civil associada a uma parcela do território nacional e sua análise crítica.
