This course addresses the institutional, policy and legal framework of water resources management, with a particular focus on planning and management instruments. It examines the role of public policies, planning tools and governance mechanisms in the implementation of sustainable water management strategies. Examples from national and European contexts are discussed, including the role of river basin management plans and the use of analytical tools and models to support planning processes.

Syllabus
Institutional framework and integration of water policies. River Basin Management Plans (RBMPs) and the National Water Plan; basin advisory bodies and the National Water Council. Planning instruments in Portugal and their articulation with water management objectives. Mapping of the European legal framework for water resources management. Water resources planning: objectives and key elements of water management plans. Use of mathematical models in planning: simulation, optimisation and evaluation of alternatives. Practical examples applied to national and European case studies.

Understand the institutional and policy framework of water resources management. Become familiar with the main planning and management instruments for water in Portugal and the European Union. Analyse the role of River Basin Management Plans and other strategic instruments. Understand the articulation between public policies, legislation and territorial planning instruments. Assess the use of models and analytical tools in water resources planning.
