Class Civil Protection Systems

The increase in risks, threats, and natural disasters at a global level has led to the development of civil protection through the creation of a set of structures that are organized at the national, regional, and local levels and build the current national civil protection system. The complexity of this multidisciplinary and multisectoral activity requires coordination between the political level of coordination and command, which is reflected daily in the ability to prevent or respond to occurrences of multiple natures. Given its relevance to the protection and rescue of citizens and other collective assets, the study of the civil protection system is not only a system built from the basic law of civil protection, but also with the integrated system of protection and rescue operations, the competences of the municipal level of civil protection, the management of legal competences in operations, in an articulation supported by law.

Civil Protection within the National Security framework. Civil Protection within the European Union (the EU Civil Protection Mechanism) and the UN frameworks.

  TThe teaching method is based on the presentation and discussion of the course content, prioritizing the theoretical or practical aspects as much as possible, based on real-life situations or the students' existing knowledge. Students are required to conduct research, critical analysis, and study practical cases, in accordance with the content presented, encouraging study outside of class hours, with the aim of developing their skills. These skills will be assessed at various points throughout the semester, distributed as follows: Case studies (20%); Thematic debates (20%); Group work - research - comparison of systems and legislation (20%); Attendance or written exam (40%).
