    Syllabus

    I - General principles of organization and administrative activity. II - Administrative procedure: general principles and structuring elements. III - Typified administrative activity: 1.  Administrative regulation: concept, basis, ownership and regulatory classifications. 2. Administrative act: legal and doctrinal concept, functions, definitiviness, effectiviness, legal force and validity (defects) of administrative act. 3.  Contracts of administrative law: context, administrative contracts and private contracts of public authorities, formation procedure, public procurement and categories of administrative contracts. IV - Non-contractual liability of Administration: structure, distribution of responsability between public entities and their agents, liability for "faut du service", assumptions (illegality and fault) and responsability fo risk.

    Objectives

    Provide schoolars with knowledge about several current essencial dimensions of Administrative Law, in particular administrative procedure, administrative regulations, administrative acts, administrative contracts and public procurement, and also the legal regime of non contractual liability of public administrations.
  • Teaching methodologies

    Teaching methodologies

    Combination of theoretical classes, based on the most modern and relevant national and international bibliography, and aimed for the first contact with the basic legal institutes of Administrative Law, stimulating legal reasoning of abstract content, with pratical classes, aimed at the need of consolidation and systematization, with jurisprudential suport when justified, of all content that constitute the syllabus. Continuous assessment takes places with two written tests, during theoretical classe time, with a weightning of 50% each for the overall final assessment, combined with a pratical wrtitten test, during pratical class time, with a weightning of 10% for the overall final assessment.
