The course unit Social Policy in Portugal and the European Union plays a core role in the Master's Degree in Social Work and Social Policy. The course analyzes the architecture of social protection systems following Portugal's integration into the European Union. It articulates a macro perspective (geopolitical transformations, welfare models, and EU directives) with meso and micro dimensions (the design, analysis, and implementation of public policies and their relationship with social intervention).

1. Foundations of Social Policy and the Welfare State: Social Protection, Citizenship, and Social Rights; Welfare State typologies and Social Policy evolution in Portugal. 2. EU Social Dimension and Sectoral Policies: Social Europe, European Pillar of Social Rights, and 2030 Agenda; Sectoral policies and the Third Sector. 3. Global Geopolitical Context and Current Challenges: Globalization, digital/climate transitions, labor market, and sustainability of Social Work. 4. Welfare State Reconfigurations and New Risks: New Public Management, social contracting, selectivity, precariousness, aging, and migration. 5. In-Depth Analysis of Core Areas: Health, Education, Justice, Housing, Child/Youth Protection, and Migration; Policy cycle from design to evaluation. 6. Professional Practice and Assessment: From macro-policy to frontline Social Work practice; Policy analysis methodology and final paper.

Objectives
Objectives
This course unit aims to enable students to critically analyze social protection systems from a multi-level perspective (global, European, and national). Throughout the course, students are expected to develop: Knowledge: Advanced conceptual mastery of Social Policy theoretical frameworks, Welfare State models, Europeanization processes, and the impact of new social risks (digital/climate transitions, labor market precariousness, and demographic shifts). Skills: Ability to critically analyze and conceptualize social policies, programs, and legislative frameworks, linking decision-making processes (policymaking) to the assessment of their impacts on vulnerable populations. Competences: Ability to implement social intervention strategies grounded in Social Rights and Social Justice, demonstrating ethical and scientific reflexivity while articulating research, policy design, and Social Work practice.

Teaching methodologies
Flipped Classroom & Problem-Based Learning: Prior reading of policy reports and articles to reserve class time for interactive lectures, critical debate, and analysis of real-world case studies. Practical Workshops & Research Mentorship (Paper Clinic): Guided analysis of social data/frameworks and tutorial mentoring for final paper development, ensuring direct linkage to the master's dissertation.

Assessment
A avaliação da Unidade Curricular é contínua e integra três componentes:
- Trabalho Escrito Individual / Paper Académico (60%): Elaboração de um trabalho escrito (até 10 páginas) focado num dos temas do programa, selecionado em articulação com a docente, articulando fundamentação teórica sólida com a aplicação à análise de Políticas Sociais na UE.
Prazo de Entrega: 2 semanas após a conclusão do módulo.
- Apresentação Oral (25%): Apresentação e exposição reflexiva sobre um dos temas do programa da UC.
- Assiduidade, Debates e Pesquisa (15%): Participação ativa nas discussões em aula, debates, análises críticas e atividades de pesquisa propostas.
- Escala de Classificação: 0 a 20 valores.
A classificação final será atribuída numa escala de 0 a 20 valores, distribuída da seguinte forma:
