
Conference Debated the Fairness of VAT in the Portuguese Tax System
Experts analysed the implementation of a progressive VAT and its economic and social implications.

The Faculty of Law at Lusófona University - Lisbon University Centre organised the conference “Is VAT an Unfair Tax?” on 12 March 2025, an essential debate on the potential adoption of a progressive model for this tax in Portugal.
The event, held at the Professor José Araújo Auditorium, featured the participation of José Guilherme Xavier de Basto, retired professor from the University of Coimbra, Diogo Feio, from the Military University Institute, and professors Conceição Soares Fatela and Pedro Costa Monteiro from the Faculty of Law at Lusófona University.
The conference addressed the impact of VAT on taxpayers' daily lives, analysing whether its current structure benefits or penalises different social classes. The objective was to encourage a critical reflection on the feasibility and challenges of its progressivity. The event, with free admission, brought together experts and an interested audience, fostering a space for exchanging ideas about the future of the Portuguese tax system.
